Revise vulnerable adult fraud law

To replace the previous version of the bill with one that also adds a new definition of “vulnerable adult” to mean “an individual age 18 or over who, because of age, developmental disability, mental illness, or any other physical or mental disability or illness, lacks the cognitive skills, interest, or ability required to manage some or all of his or her property.” The inclusion of "interest or ability" is new, as is applying the provision to a person unable to manage "some" of his or her property.
