To prohibit the state unemployment insurance bureau from seeking restitution from a beneficiary who received excess payments after one year or more has passed since the last benefits were collected by the individual, assuming no fraud is suspected. Under current law the deadline is three years. The bill would also require the agency to give claimants who received excess benefits detailed information on appeal rights and resources.
