To increase the penalties for reproducing, altering, counterfeiting, forging, duplicating or selling a Michigan personal identification card. If the alteration was done to commit or aid in a serious felony, the penalty could be up to 10 years in prison. If done to commit or aid in misdemeanor or less serious felony, the penalty could be up to one year in prison.
