To require dental hygienists to complete a two-year accredited dental hygienist’s school of college in order to obtain a license to work, and prohibit the administration of anesthesia (including nitrous oxide) by a dental hygienist unless a dentist was present, and the dental hygienist has completed a specified 14-hour classroom and 15-hour clinical course on anesthesia.
