Revise state trail horse restrictions

To replace a system in which horses are not allowed on state trails unless the trail has been explicitly authorized for this, with one that permits horseback riding on trails except where it has been explicitly prohibited. This would apply to forest trails, “two-rut” forest roads, “forestry access roads,” etc. The bill would also discontinue an advisory committee created earlier to positively identify the trails were horses may be used.
