Revise conditions for free state college tuition for Indians

To establish more rigorous eligibility standards under a law that authorizes free state college and university tuition for American Indians, and also in federal tribally controlled community colleges. Among other changes the bill would limit these benefits to individuals who have lived in the state at least four years (rather than one), attended all four years of high school in Michigan, and graduated from high school not longer than 10 years in the past. The bill would also establish an annual household income eligibility cap of 500% of the federal poverty level.
