Impose state certification mandate on guardians for individuals with developmental disabilities

To no longer permit a court to appoint a “professional guardian” or conservator for an individual with a developmental disability who has not acquired a state “certification” for this, starting two years after the bill is enacted. See Senate ¬¬Bill 1102.
