Ban making state-paid legislative staffers work on campaigns

To prohibit legislators from requiring their (taxpayer-funded) legislative staff to use their paid leave to work on political campaigns. Such quid-pro-quos, implicit or explicit, are typical in state legislator offices, and in Republican and Democratic House and Senate caucuses.
