Revise statutory references to “a minister of the gospel”

To remove language referring to a “minister of the gospel” being allowed to visit a prisoner in solitary confinement with “minister, priest, rabbi, accredited Christian Science practitioner, or other similar functionary of a religious organization, or an individual reasonably believed by the convict to be a functionary of a religious organization”.
