Authorize emancipation status for “homeless” 14 year olds

To authorize a new limited “emancipation” status for a minor age 14 and above, to be called "unaccompanied homeless minor,” which would permit the child to consent to, contract for, and receive medical, dental, or behavioral health examinations, care, or treatment without a parent's or guardian's permission, authority, or consent.
