To prohibit state regulators from promulgating rules that ban or otherwise prohibit a person in this state from applying fertilizers or soil conditioners for agricultural use. The bill comes after the nation of Sri Lanka crashed its agricultural sector by banning fertilizer use, with the intention of reducing “greenhouse gas” emissions associated with its production.
