Permit carrying unloaded, inaccessible pistol in car without license

To permit an individual without requiring a concealed pistol license to carry an unloaded pistol that is taken down (partially disassembled), in a case, in the trunk of a vehicle or a place not immediately accessible to vehicle occupants, or if is made inoperable by a barrel or trigger lock.
