Authorize reinstatement of parental rights in some cases

To establish a legal process to reinstate parental rights that have been terminated by a previous court judgement. Among other requirements and conditions, this would apply if the court determines adoption or guardianship is no longer the child's “permanency goal,” and at least three years have passed since the parental rights were terminated.
