Shift burden of proof for misclassifying employees

To establish that the burden of proof is on an employer who is accused of “misclassifying” an employee as an independent contractor. In effect, an employer would be considered guilty until proven innocent by producing detailed pay records. The bill would also share with an accuser any damages or penalties collected by the state.
