Exclude minors from life-without-probation sentences

To establish in the state corrections code that an individual who was less than age 18 years when committing a crime for which he or she was sentenced to life without parole, and who has served 10 years, may be eligible for parole based on considerations of the individual's age and immaturity at the time of the offense, family and home environment, and specific circumstances surrounding the offense.
