Exempt public library boards from physical meeting requirements

To no longer require the boards of public library districts to hold their meetings physically in public, as required by the state Open Meetings Act. This permission to only meet “virtually” over the internet would be permanent, not limited to epidemics or other events. Michigan library districts have the power to impose property taxes on homeowners and businesses.
