Revise consumer fireworks time restrictions

To expand the hours on which local governments are permitted to restrict the use of legal fireworks by consumers. The bill would let them ban consumer fireworks use on after 1:00 a.m. on New Year’s day, after 11:00 pm on Memorial Day, and after 11:45 pm on Independence Day and Labor Day.
