Establish rules for partisan polling place “challengers”

To require that the officially approved polling place "challengers" who are appointed by political parties and allowed to perform a limited and narrowly defined observer functions during election vote counting must have specified training, wear identification badges, check-in and check-out when arriving or departing a precinct or absent voter counting board, and more.
