Allow taxpayers to pay more for school supplies

To allow taxpayers to use their state income tax return to contribute to a state account proposed by House Bill 5102 that would give money to public school teachers who claim to have spent their own money on classroom supplies. Note: Under a 970 Supreme Court ruling, school districts are already required to provide a <a href="http://www.michigan.gov/documents/fees_guidance_2003_122775_7.pdf">specific</a>, array of necessary classroom supplies at no cost to students' families (or to teachers).
