Regulate “broadband” like utilities

To give the Michigan Public Service Commission the authority to regulate “broadband” cable and internet services and providers, including rates, terms of service requirements, restriction on rate “cross-subsidization” and more, similar to the types of comprehensive regulatory regimes imposed by this commission on utility companies, which unlike most services covered by this bill are legal monopolies.
