Repeal legalization of consumer fireworks

To repeal the 2011 law that permits residents to buy and use “consumer fireworks” including bottle rockets, firecrackers, smaller bursting shells and more, and revert to the prior regime in which only things like sparklers, "cracker balls" and similar “child safe” products could be sold and used.
