Authorize epidemic-related tax breaks

To give a state income tax credit of $500 for both 2020 and 2021 to an individual employed as a “frontline worker” in what the bill defines as an “essential industry." This would be “refundable,” meaning beneficiaries could get a check from the state for the amount the credit exceeds their actual tax liability.
