Give tax break to businesses afflicted by state virus lockdowns

To give businesses in that were subject to targeted lock-down orders during the coronavirus epidemic and suffered a revenue loss of 25% during any quarter of 2020 a business tax credit equal to their tax liability for the year. This applies to restaurants, taverns, hotels and motels, health clubs, entertainment facilities and other such “public facing” enterprises.
