To require a state mobile home commission to consult with interest groups including “organizations known to represent residents of mobile home park residents” on imposing a new comprehensive regulatory regime on “all phases of mobile home businesses, mobile home parks, and seasonal mobile home parks.” The commission would have to employ sufficient staff to conduct “community inspections,” review park owners’ financial information, investigate potential violations and more.
