Create new Department of Emergency Management

To amend the 1976 law that grants a governor the power to declare a state of emergency and assume extraordinary powers, by shifting duties the law assigns to the State Police to a new Department of Emergency Management the bill would create. This entity would be required to create an “emergency management plan” with details prescribed in the bill, and update it every two years.
