Require utility power outage paybacks

To require utilities to compensate customers for power outages longer than 16 hours in normal conditions or 120 hours during a “catastrophic condition,” which includes a storm that knocks out 10 percent of the utility customers’ power. Residential customers would get a $25 credit on their next bill, and commercial ones a credit equal to their “minimum bill prorated on a daily basis”.
