Lower campaign contribution caps

To cut in half the maximum amounts a person can give to candidates for state representative, state senator, and candidates for local elective. The bill would not reduce the $40,000 cap on contributions to political party campaign committees that the law allows for the Democratic and Republican caucuses in the state House and Senate.
