Eliminate license plate year stickers

To repeal a requirement to place a sticker on license plates showing payment of the annual vehicle registration (license plate) tax, and instead rely on a central database to provide this information. Vehicle owners would still get a registration certificate but would not have to carry it in the vehicle.
