Authorize tax credit for energy-efficient residence

To authorize an income tax credit of up to $5,000 for a person who “invests in” a residence that meet various organizations’ criteria for energy efficiency, and a credit worth up to $3,000 for making efficiency-enhancing improvements. The credit would not be refundable, but owners could “carry forward” an unused portion to cancel future state income tax liability.
