Allow higher charges for municipal recycling programs

To repeal the statutory dollar-amount cap on the amount local governments can charge for mandatory recycling and waste reduction programs, and instead allow these charges to rise at the rate of inflation. The current cap is $25 per-household annually, or $50 with voter approval.
