Revise deadlines for defendant psyche evaluations

To require that psychological examinations requested for a prisoner prior to a parole board hearing be done within 45 days, with one 15 day extension for good cause. The exam report would also have to be submitted within 60 days of the request, with one 15 day extension allowed.
