Require five year olds to enroll in full day kindergarten

To require all school districts to provide full-day kindergarten, and mandate that all children who turn five before Sept. 1 each year must enroll (subject to the same home- or private-school exceptions that apply to other grades). The bill would make kindergarteners fully a part of the state school funding system that pays districts on a per-pupil basis.
