Make "interlocal agreements" subject to referendum

To make “interlocal agreements” that formalize a joint exercise of power, privilege or authority between two or more government entities or public authorities, subject to popular referendum in the relevant jurisdictions, if a petition is submitted with signatures equal to at least 8 percent of those in the jurisdiction who voted in the last general election. There are almost 1,000 <a href="http://www.mackinac.org/depts/policy/ilagreement.aspx?municipality=All+Municipalities&county=All+Counties">such agreements</a> between Michigan government entities.
