2012 House Bill 5830 / Public Act 519

Revise state building project debt approval process

Introduced in the House

Aug. 15, 2012

Introduced by Rep. Eileen Kowall (R-44)

To require state-funded building projects to be approved in an appropriations bill rather than through a “concurrent resolution” passed by the House and Senate, and revise other procedures related to increasing state borrowing (including adding more university debt).

Referred to the Committee on Appropriations

Nov. 28, 2012

Reported without amendment

With the recommendation that the substitute (H-1) be adopted and that the bill then pass.

Nov. 29, 2012

Substitute offered

The substitute passed by voice vote

Dec. 4, 2012

Passed in the House 65 to 40 (details)

To require debt for state-funded building projects (including college and university debt) to be approved in an appropriations bill rather than through a “concurrent resolution” passed by the House and Senate, and revise other procedures related to increasing state borrowing. Reportedly, a $300 million cap in the bill on the amount of annual debt service (styled in this statute as "lease payments") would limit the amount of new construction borrowing through 2017, when some existing debts will have been paid-off.

Received in the Senate

Dec. 11, 2012
