Revise drunken ORV operation standards

To prohibit the operation of an off-road vehicle by an individual under the influence of or visibly impaired by alcohol or a controlled substance. The bill adds to existing prohibitions against drunk ORV operators, and also lowers the blood-alcohol-content (BAC) threshold for ORV operation to .08 grams per 100 milliliters.
