To transfer the closed Scott correctional facility property in Northville to Wayne County or another local government for $1, and if they don’t want it, sell it at a market rate. However, it could be sold to a particular buyer at less than fair market price if the officials in charge deem this would generate more "economic development." In other words, the provision would allow the sale to be used as a "corporate welfare" subsidy.
