Authorize fingerprinting for local government street vendor licensure

To allow local governments to impose a fingerprinting requirement on door-to-door solicitors, taxicab drivers, street vendors or other merchants who don't use a fixed location, including ones who market their goods from vehicles, for purposes of running criminal background checks. The mandate would not apply to merchants with fixed locations.
