Revise noxious weed law details

To add giant hogweed (heracleum mantegazzianum) to the noxious weeds named in a law that allows local governments to impose a lien against a property owner for the cost of eradication, and also to allow a township (in addition to cities and counties) to place on the list any other weed “regarded as a common nuisance”.
