Revise points-avoiding “driver improvement course” details

To revise details of a law that allows a person who gets a traffic ticket for a non-serious offense to avoid getting “points” on his or her license if the person takes a “driver improvement course.” The bill establishes procedures to confirm the person really takes the course, and requires the sponsors who give the courses to collect a fee and submit it to a government "Basic Driver Improvement Course Fund".
