To revise the law under which the governor can appoint an emergency financial manager to manage an economically failing local government by requiring this person to get the approval of the State Treasurer, the Director of the Department of Management and Budget, and the Director of the Department of Energy, Labor and Economic Growth for a written financial plan for the local government.
