Clarify “bad driver tax” detail

To clarify that failing to have proof of insurance is not included in the violations covered by the <a href="http://www.michiganvotes.org/2003-SB-509">”driver responsibility fees</a> or “bad driver tax,” which is tacked on to various traffic violations and paid to the state (rather than a court). This tax was adopted in 2003 to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets. This particular violation was actually removed from the ones subject to the tax by <a href="http://www.michiganvotes.org/2003-HB-4308">2003 House Bill 4308</a>, now Public Act 52 of 2004.
