Regulate chains used to block property entrance

To prohibit using chains or similar devices to block an entry to a piece of property that can be used by a vehicle, including a motorcycle, all terrain vehicle, or snowmobile, unless the chain is enclosed in a hunter-orange colored material an is no higher than 30 inches above the ground.
