To transfer certain powers and duties of the Department of Environmental Quality to the Department of Natural Resources as part of a consolidation of these functions in a combined department called the Department of Natural Resources. The legislative package this bill is part of is one of several such packages merging these departments in slightly different ways. This bill transfers DEQ powers under the beverage container law to the DNR.
