Reimburse local community for incentivized business relocation

To increase the state revenue sharing given to a local government that has experienced a decline in revenue because a state or local tax break or other subsidy caused a business in the community to move to a different Michigan community. Note: In 2007 there was concern when such subsidies were used to entice the Quicken Loan company to move from Livonia to downtown Detroit.
