Prohibit placing ward of the state in unaccredited child care facility

To prohibit using state money to place a child who is a ward of the state into a public or private child placing agency, child caring institution, or out-of-state facility that is not accredited through either the Joint Commission on Accreditation of Hospitals, the Council on Accreditation, or the Commission on Accreditation of Rehabilitation Facilities. The prohibition would go into effect in 2011.
