Revise Medicaid "bed tax" earmark

To earmark $83.5 million of the “Michigan Medicaid Quality Assurance Assessment” (MMQAA) bed tax on health care providers for Medicaid expenditures in hospitals in fiscal year 2007-2008, and more if certain federal contributions are forthcoming. The MMQAA is a bed tax or fee on health care providers that is used to generate more federal Medicaid matching funds, resulting in a net gain for some but not all of the providers.

Replace the previous version of the bill with one that does not increase license fees, but instead would use unreserved balances realized from annual licensing fees and assessments on nursing homes to pay for nursing home employee background checks mandated by state law. Also, to extend the sunset on the hospital MMQAAP from September 30, 2009, to September 30, 2010, and to increase the amount of hospital MMQAAP revenue retained by the State from $66.4 million in FY 2007-08 to $81.4 million.
