Authorize steam heat price regulation

To give the Public Service Commission the authority to approve a utility’s request for a “steam cost recovery” rate increase, for utilities that provide steam heat to customers. The bill establishes procedures and conditions for this. According to the House Fiscal Agency, this applies mainly to Detroit Thermal, a steam distribution company formerly part of Detroit Edison.
