Revise township annexation and detachment procedures

To establish that a charter township with a population of more than 20,000 is exempt from having its territory annexed by a city and is not permitted to detach territory from a city. The bill is narrowly drawn so that it applies to the City of Livonia and Northville Charter Township; the contect is a dispute over development of the old Northville Psychiatric Hospital.

To tie-bar the bill to House Bill 5647, meaning this bill cannot become law unless that one does also. HB 5647 would make revisions in the way property taxes are calculated and levied to reflect an environment in which property values are falling rather than increasing. Although it passed, the amendment was not included in a subsequent substitute version of the bill that was adopted.
