The Senate version of the Fiscal Year (FY) 2007-2008 Strategic Fund budget. This appropriates $164.3 million in gross spending. Of this, $28.1 million will come from the General Fund, and $75 million from tobacco lawsuit settlement revenue, which would be used for the “<a href="http://www.michiganvotes.org/2005-HB-5047">21st Century Jobs Fund</a>”) business subsidy program.

To use the bill as a legislative "vehicle" to carry another exchange in the ongoing struggle between the House and Senate regarding proposal by Gov. Granholm to borrow and spend $806 million on state and university construction projects with a total cost of some $1.5 billion, plus other spending. For details see the <a href="http://www.legislature.mi.gov/documents/2007-2008/billanalysis/House/pdf/2007-HLA-5221-3.pdf">analysis</a> of House Bill 5221 from the House Fiscal Agency, and also see <a href="http://www.michiganvotes.org/2007-SB-511">Senate Bill 511</a>. This substitute includes both that money and an authorization to spend $186 million of mostly federal money on airport improvement projects.
