Authorize rigorous penalties for state officials lying to legislative committees

To authorize penalties of up to 15 years in prison for an employee or official of the executive branch of state government who commits perjury in a committee or subcommittee of the state legislature. Specifically, who intentionally provides information that he or she knows is false or misleading.
